Individuals get digital sovereignty (data, identity, assets). Communities get non-profit collaboration tooling. Cities get an OS that connects communities and residents. Each layer builds on the one below.个体获得数字主权（数据、身份、资产）；社区获得非营利协作工具；城市获得连接社区与居民的操作系统。每一层都建立在下一层之上。

A transparent, staged Cold Launch透明的分阶段冷启动

Four stages, funded independently — each is its own goal and none overrides another. Phase 1 $1,200 (keep building), Phase 2 $8,000 (research), Phase 3 $36,600 (community + DAO), Phase 4 $86,400 (core infra, 18 months).
